IPReg Appoints Jay Parmar as New Chief Executive

Intellectual Property Regulation Board (IPReg) welcomes Jay Parmar as its new Chief Executive.

The Intellectual Property Regulation Board (IPReg) has announced the appointment of Jay Parmar as its new Chief Executive, with Parmar joining the organisation on 18 March 2026.

Parmar joins from the Joint Industry Board, where he also served as Chief Executive, and brings with him more than 30 years of experience in industry and regulation. His appointment follows an open recruitment process conducted by the IPReg Board.

He succeeds Fran Gillon, who will retire on 31 March 2026 after nearly a decade leading the organisation. Gillon has been credited with making an exceptional contribution to IPReg since joining in 2017, as well as to the wider regulatory world throughout her career.

Welcoming the appointment, Bill Matthews, Chair of IPReg, said he was delighted to have someone of Parmar's leadership calibre joining the organisation, describing his experience as a huge asset to IPReg and those it regulates.

Parmar said he was honoured to be joining IPReg at such an important time for the organisation and for the wider intellectual property profession, and paid tribute to the outstanding legacy left by his predecessor.

IPReg is the regulatory body for patent attorneys and trade mark attorneys in the United Kingdom. It operates independently to protect the interests of those who use intellectual property legal services, setting and enforcing the standards required of practitioners.
