About the role
An opportunity has arisen for an enthusiastic and dedicated individual to join the Employee Relations and Union Services in the CSP as a Senior Negotiating Officer (SNO) for the West Midlands region. This is a challenging, but very enjoyable role which will see you:
- Supporting, advising and training the network of stewards, safety representatives and equality representatives in the West Midlands region.
- Advising and supporting stewards to manage their own casework, whilst managing your own caseload of employment relations issues, including but not limited to disciplinary, grievances, sickness absence, HCPC and legal cases.
- Attending and representing the CSP at strategic regional forums such as regional Social Partnership Forums and Integrated Care Boards/Integrated Care System’s.
You will be working in a wider team of Senior Negotiating Officers and organisers, whilst also working in a cross directorate fashion to deliver on the local priorities for members. We are looking for an individual with significant experience and a background in the trade union movement. They should be dedicated to achieving the best outcomes for members and to building the membership and activism levels in the CSP.
You will have excellent written and verbal communication skills with an ability to problem solve. You will also have experience in advocacy and representing members, and have a thorough understanding of the current issues facing CSP members. You will also be expected to be able to display excellent trade union knowledge.
Responsibilities
Main Duties and Responsibilities:
- Support and advise NHS stewards and safety representatives in local negotiations and the representation of members at the local level, including the development of negotiation and consultative structures. Carry out similar responsibilities, including seeking CSP union recognition with non-NHS employers.
- Represent and advocate on behalf of members at disciplinary hearings, grievances and other individual and collective disputes with employers. Represent, support and advise members as necessary regarding external hearings, HCPC and employment tribunals.
- Provide general advice and information to members, including on pay, terms and conditions, employment legislation and other employment-related matters.
- Participate in collective consultation and negotiations with other trade unions as appropriate.
- Advise and support members in defence of services, job security and changes to working practices or conditions of service. Organise, coordinate and advise on local and regional campaigns by members in respect of the above. Liaise with local campaigning and interest groups, other trade unions and the media on such issues.
- Work with ERUS organisers to provide active support and assistance to local representatives in the recruitment and retention of members and pilot local organising initiatives.
- Promote and support the steward and safety representative structure in the region in liaison with regional lay representatives.
- Attend steward and safety representative's meetings as required to provide training and assist local representatives with their work.
- Prepare and present talks to stewards, safety representatives, students and members and raise awareness of current employment relations issues within these groups.
- Represent the CSP in the regional Social Partnership Forum and similar fora in the West Midlands and liaise with other health trade union representatives over issues of joint concern.
- Promote good working relations with key CSP representatives within the region, including regional stewards, regional safety representatives, and the CSP regional network.
- Represent the CSP in the regional Social Partnership Forum and similar fora in the West Midlands and liaise with other health trade union representatives over issues of joint concern.
- Contribute to the development of national policy and strategy on employment, workforce and health and safety issues, including working with other directorates on CSP-wide strategy.
- Attend, as required, meetings of the CSP Employment Committee, Annual Representative Conference, national and regional steward and safety representative meetings and ERUS and CSP-wide staff meetings.

Skills, Competencies, Experience & Attributes
Experience:
- Significant negotiating and relevant industrial relations experience at a senior level.
Skills & Knowledge:
- Understands NHS structures, organisation and government policy on health.
- Demonstrates a high level of communication skills, including negotiation and advocacy.
- High level of training and presentational skills.
- Basic skill levels in the following Microsoft Applications: Word,
- PowerPoint, Outlook.
- Ability to make judgments and decisions involving complex situations or facts requiring analysis and interpretation.
- Work collaboratively with staff and members across the Society and without close supervision.
- Demonstrates a thorough understanding of and commitment to equality and diversity principles and the ability to put them into practice.
- Demonstrates an understanding of members and the particular issues facing combined trade union and professional organisations.
Other Requirements:
- Knowledge and understanding of equality and diversity principles and the ability to work with them in practice.
- Takes responsibility for ensuring that data is accurate and up to date, whilst being aware of sensitive and confidential data.
- An awareness of/commitment towards trade union principles.
- Ability to undertake the travelling and unsocial hour’s required of the post.
