About the role

The Health Services Development Manager plays a central role in delivering the organisation’s ambition of achieving 100% provision of high-quality Fracture Liaison Services (FLS) across the UK. The role helps close the secondary fracture prevention gap by supporting NHS systems to develop, commission, and improve early diagnosis clinics, ensuring patients are identified after a first fracture and receive timely assessment, diagnosis, and treatment for osteoporosis. This position sits within the Health Services Development Team, part of the Services and Influencing Directorate, and works in close partnership with the Policy & Influencing team.

Responsibilities

Driving FLS rollout and Influencing Health Systems:

  • Identify, engage, and influence NHS stakeholders across Integrated Care Boards, Health Boards, and Trusts to expand and strengthen FLS provision.
  • Equip clinical leaders with the intelligence and tools necessary to secure support for implementing or enhancing FLS locally.
  • Play a key role in supporting the ROS national campaign for 100% FLS coverage.

Supporting Continuous Improvement in Existing FLS:

  • Contribute to the design and delivery of the ROS health services development programme for established FLS.
  • Provide insights and share connections that help existing FLS improve quality, meet national clinical standards, and participate in relevant audits. 

FLS Service Development and Implementation Support:

  • Lead the development of regional and local workshops, events and influencing activities to promote equitable access to fracture prevention services across the UK.
  • Promote and optimise the use of ROS-developed tools, including:
    • FLS Implementation Toolkit
    • FLS Benefits Calculator
    • UK FLS Clinical Standards
  • Support engaged NHS clinical teams to develop FLS business cases, including providing fragility fracture data, benefits modelling and pathway
  • Identify opportunities to increase the likelihood of business cases being accepted, funded and implemented.

Stakeholder Engagement, Partnership working and Advocacy:

  • Build and maintain strong relationships with fracture prevention clinicians, academics and NHS partners.
  • Take leadership of health system engagement in designated nations and regions of the UK.
  • Represent ROS and the voice of people with lived experience on relevant external committees and working groups.
  • Contribute to stakeholder engagement plans and collaborate with Policy & Influencing colleagues to align local service development with broader policy and public affairs strategies.
  • Maintain an up-to-date understanding of policies, commissioning frameworks and national initiatives relating to high-quality FLS provision.

General:

  • Undertake occasional travel as required, such as for influencing events and meetings at head office

Skills, Competencies, Experience & Attributes

Experience & Knowledge:

  • Experience of working with external stakeholders to secure buy-in and investments in NHS services.
  • Experience engaging and influencing key decision-makers and stakeholders at local, regional and national levels.
  • Strong understanding of UK healthcare systems and health service delivery, including commissioning structures.
  • Experience building and maintaining relationships with key external partners, such as people with lived experience, clinical experts and senior healthcare leaders.
  • Experience in building and supporting professional networks.

Skills & Competencies:

  • Excellent interpersonal, teamworking and collaborative skills, with the ability to work flexibly and effectively across organisational boundaries.
  • Proven project management skills, including planning, delivery, monitoring progress and producing clear written reports.
  • Digital competence, with confidence using data, online tools and digital communication platforms.

Desirable Criteria:

  • Experience of working with health charities or influencing NHS Trusts,
  • Integrated Care Boards (ICBs) and/or Health Boards
  • Charity sector experience
  • Strong financial acumen, including experience assessing cost–benefit ratios and working with partners on business case development.
