About the Organisation

Eastern Partnership Civil Society Forum (EaP CSF) is a unique multi-layered regional civil society platform aimed at promoting European integration, facilitating reforms and democratic transformations in the six Eastern Partnership countries – Armenia, Azerbaijan, Belarus, Georgia, Moldova, and Ukraine. Serving as the civil society and people-to-people dimension of the Eastern Partnership, the EaP CSF strives to strengthen civil society in the region, boost pluralism in public discourse and policymaking by promoting participatory democracy and fundamental freedoms.

About the role

The Secretariat of the Eastern Partnership Civil Society Forum (EaP CSF Secretariat) is accepting applications for the position of Financial Officer, who will be responsible for the financial management of a large EU-funded project, which includes a sizeable Financial Support to Third Parties (FSTP) component.

Responsibilities

Main Responsibilities:

  • The Financial Officer carries out general and current monitoring of financial processes for the attention of the Chief Financial Officer (CFO).
  • Prepares financial analysis of reported project expenditures of partners and, upon availability, of project expenditures of EaP CSF for further planning and decision-making; suggests solutions, where applicable;
  • Works in close cooperation with the Project Manager regarding travel or other expenses for their reimbursement;
  • Together with the CFO, participates in the project team meetings, collects points in question for further consideration in the EaP CSF Secretariat, and, upon necessity and when applicable, provides brief updates to the team.
  • Participates in procurement procedures of the project within the EaP CSF Secretariat part – announcement of tenders, applications for hiring employees and consultants;
  • Prepares contracts and liaises with service providers and consultants by collecting the invoices and reports to ensure satisfactory delivery of services on behalf of EaP CSF Secretariat, with recommendations for the final approval and payment of the CFO;
  • Verifies quarterly financial reports of partners’ Financial Managers; collects and raises controversial issues, if any, for the attention and final approval of the CFO;
  • Collects and analyses related data and maintains the existing trackers for monitoring both EaP CSF and partners (mainly consultancies, procurement, and reporting);
  • Collects information from partners and maintains the FSTP financial tracker;
  • Upon request, prepares information on the financial status of the project for the Project Manager and the Project Management Board (PMB);
  • Together with the CFO, collaborates with auditors to ensure that records and documents are prepared in compliance with EU regulations, local law, and internal regulations.
  • Together with the Finance Assistant and the CFO, collaborates with the accountant regarding the verification of project documents;
  • Assists the CFO in preparation of the project interim and final financial reports, with all relevant supporting documents, as per donor requirements, for the confirmation and final submission to the donor by the CFO;
  • Processes a limited number of financial transactions, including invoices and purchase orders, and submits them for final approval to the CFO and for processing the payment by the Finance Assistant.

Skills, Competencies, Experience & Attributes

Skills and Experience Required:

  • Demonstrated 2-5 years’ experience in budgeting and financial reporting for large projects with multiple partners;
  • Experience in administering Financial Support to Third Parties;
  • Knowledge of funding and procurement rules and requirements of the European Union;
  • Advanced Excel skills;
  • Strong ability to establish priorities, work within tight timelines, and multitask;
  • Ability to function effectively in a geographically dispersed team;
  • Ability to work under minimal supervision with a high level of resilience;
  • Ability to exercise the highest level of discretion and confidentiality in carrying out the duties;
  • Good team player with strong inter-personal skills who thrives in a multi-cultural environment;
  • Sound coordination, administrative, networking, and collaborative skills.

Required Qualifications

  • Master’s degree in finance, Business Administration, or related field
