European Competitive Telecommunications Association (ECTA) represents alternative operators who, relying on the pro-competitive EU legal framework that has created a free market for electronic communications, have helped overcome national monopolies and deliver quality, innovation, and choice to citizens, businesses, and public administrations.

ECTA is the only European association in Brussels exclusively representing the interests of competitive telecommunications operators, making it a unique and influential voice in EU digital and telecom policy. ECTA members are at the forefront of developing an accessible Gigabit society, investing in Gigabit Networks, and driving innovation across Europe.

ECTA members are united in their belief that competition is the most effective driver of efficient investment, innovation, and consumer benefit, contributing to Europe’s digital and economic development. The EU telecom and digital policy agenda is entering a decisive phase, with the launch of the co-legislative process on the Digital Networks Act (DNA), ongoing work on cybersecurity, and further regulatory initiatives expected in the coming months. About the role

European Competitive Telecommunications Association – ECTA is looking for an EU Public Affairs Manager for Telecommunications, Digitalisation, and Innovation. As EU Public Affairs Manager for Telecommunications, Digitalisation and Innovation, you will play a key role in shaping, developing, and delivering ECTA’s public policy and advocacy activities.

You will support and advise member companies on regulatory developments and represent their interests at the EU level. You will report directly to the Director General and work in a dynamic and highly engaged team environment, with a high degree of autonomy and responsibility.

Responsibilities

Key Areas of Accountability:

• Maintain, drive and extend ECTA’s relations with the European Parliament, the Council and other EU institutions and stakeholders
• Represent ecta in public hearings, industry working groups and interactions with authorities
• Research, analyse and contribute to shaping ECTA’s public policy agenda
• Develop and implement advocacy strategies to favourably position ecta within the public policy debate
• Take ownership of key regulatory files and potentially lead on specific policy areas
• Prepare notes, presentations, briefings, and coordinate policy positions, including consensus-building amongst members
• Identify, anticipate and advise on EU political and legislative developments and associated risks and opportunities
• Support representation activities and events
• Actively stay informed on developments impacting ECTA and its members
• Contribute to internal debates and strategic thinking.

Skills, Competencies, Experience & Attributes

Experience:

• 3 - 5 years of relevant professional experience in EU public affairs, telecommunications, and digital policy
• Strong understanding of EU institutions, particularly the European Parliament (ITRE, IMCO committees)
• Experience with the Parliament is a strong asset

Skills & Interests:

• Excellent written and verbal communication skills in English, French, and Dutch are assets
• Strong analytical skills and ability to communicate complex issues clearly
• Strong political awareness and ability to anticipate EU-level policy developments
• Excellent interpersonal and diplomatic skills
• Proactive mindset with the ability to take initiative and drive ideas forward
• Ability to work independently and in a small, high-impact team
• Proficiency in MS Office tools; familiarity with AI tools is an asset

Required Qualifications

• A university degree, preferably in political science, law, economics, or a related field.
