What is the role of the Association when working with a PCO?

How to establish your PCO requirements, what can you manage in-house?  Does using a PCO mean losing control?  Who manages marketing, branding and sponsorship? Should this really be a PCO? What about intellectual property? When should you go ‘in-house’?
