BESA publishes free Building Safety Act competence guide

Free guide helps members meet competence requirements under the Building Safety Act 2022.

The Building Engineering Services Association (BESA) has released a free guide to help members meet the competence obligations introduced under the Building Safety Act 2022. The guide sets out what contractors, designers, and building services firms must demonstrate about the skills, knowledge, experience, and behaviours of their workforce when working on higher-risk buildings and other regulated construction projects.

The document breaks down the framework defined in PAS 8671, PAS 8672, and PAS 8673, explains how competence assessments interact with the role of the Building Safety Regulator, and provides practical templates for evidencing individual and organisational capability. BESA has produced the guide for member firms of all sizes, including smaller subcontractors that may find the statutory regime difficult to apply without tailored support.

BESA has encouraged members to read the guide alongside its existing competence card schemes and technical bulletins, which together form the association's framework for supporting compliant delivery across heating, ventilation, air conditioning and refrigeration. The release adds to a growing library of member-only resources that the association has published since the Act's phased implementation began.
