About the role
We are currently looking for a Training Centre Support Officer to join our team at HMS RALEIGH. The purpose of this role is to support the Centre Manager in managing the facility known as SCTC Raleigh, which is hosted at HMS Raleigh. We operate within and as part of HMS Raleigh, which requires significant coordination and liaison across the wider team at HMS Raleigh. The purpose of SCTC Raleigh is to facilitate and support the delivery of cadet training for all organisations of the Royal Navy Cadet Forces. This role is responsible for facilities management and health and safety reporting to the Centre Manager.
Responsibilities
General Support to the Centre Manager:
- To assist the Centre Manager in managing the whole facility known as SCTC Raleigh
- Liaison with the key stakeholders within HMS Raleigh regarding all the centre’s activities.
- Arrange all internal and external bookings of facilities and resources to meet the requirements of the
- Training Programme.
- To deliver effective lessons and instruction as required by the Centre Manager.
- Manage the space allocation and changes, including organising classrooms, mess desks, layouts, appropriate signage, lighting, ventilation, provision of drinking water, etc.
Logistics for all the Centres' Activities:
- Responsible for all logistical requirements for all the centres' activities in support of MOD-sponsored cadets: SCC, CCF, ATC, RAFAC, RN recognised Sea Scouts and RN/RM VCC (such as camps, field trips, various sporting events, gala’s etc). This includes:
- A Visit Memo checked by the CDR at Raleigh
- Nominal provided to the gate 4 days before for all Adults and Cadets
- Accommodation booked
- Car passes arranged
- Food numbers for every meal are provided to the Galley
- Bills raised and chased up for confirmation of payment
- Assets arranged and booked: Gym, Pool, Astro, Parade Ground, meeting rooms, transport, etc
- Co-ordination and liaison for all activities as required
- To drive minibuses and combi-vans up to 3 ½ tons for the transportation of cadets.
Facilities Management:
- Report building and grounds maintenance, water and wastewater defects to the relevant authority.
- Sign Works Completion Certificates as issued by contractors on satisfactory completion of maintenance defects. Unsatisfactory work is to be referred to the appropriate authority for independent inspection.
- Carry out inspection of buildings and the immediate surrounds on a weekly basis to check for any damage and defects, and to ensure tidiness and cleanliness.
- Security of the site, including arranging regular security checks of the area, which includes the correct opening and closing procedures (including leave periods as required).
- Responsible for all the transport management, including the logistics of transporting cadets, plus ensuring the appropriate maintenance routine of all vehicles to ensure they are all clean and fit for purpose.
Health and Safety:
- Conduct Risk Assessments for all activities hosted by the centre.
- Provide H&S briefings to all visitors to the site
- Maintain the A log and inform all required staff of the requirement to read assessments relevant to their duties and sign the log.
- Collate all accident/incident reporting forms and forward to the relevant authority.
- Conduct weekly Health and Safety rounds and take appropriate remedial action as required.
- Conduct and monitor legionella flushing on a weekly basis.
- Oversee contract cleaners, keeping a tight control of the provision of service. Report any unsatisfactory aspects to the appropriate authority.
- Ensure that Fire Safety Management Plans (FSMP) are properly maintained, up to date and located in the main entrance of the building. Report to the Fire Safety Manager (FSM) any structural modifications, additional working processes, or a large influx of personnel that affect the building.
- Ensure that all exits, corridors, stairways and other thoroughfares are unobstructed and clear of fire hazards at all times.
- Ensure Fire Orders for the building are properly maintained and prominently displayed at relevant points within the building
Skills, Competencies & Experience
Essential:
- Strong administrative and organisational skills.
- Experience in planning, coordinating and supervising training programmes
- Good communication skills and the ability to influence key stakeholders
- Ability to work both as part of a team and unsupervised
- Experience delivering training/instruction
- Good knowledge and awareness of legislation, including Health and Safety and Fire regulations
- Competent and confident using workshop tools, equipment and machinery
- Experience in management and general upkeep of company vehicles
- Knowledge and understanding of child safeguarding issues.
- Experience in procurements and managing suppliers and utilities.
- Experience working with groups of young people
- Experienced and confident teaching in a classroom-based environment
Desirable:
- Knowledge awareness of SCC training procedures & documentation
- Experience knowledge of uniformed and youth organisations
- Proven experience in teaching for a National Governing Body.
- Be able to show tolerance and understanding towards young people.
- Experience working within the Military environment, preferably the Royal Navy.
- Can demonstrate ability to form and maintain collaborative relationships
Core Competences:
- Good communication and interpersonal skills, with the ability to present information in a manner appropriate to the audience
- Good influencing skills and an ability to foster and maintain successful working relationships with colleagues and contractors.
- Ability to work unsupervised and take responsibility;
- Ability to perform accurately under pressure and meet deadlines;
- Computer literacy, good knowledge of all Microsoft packages, particularly Word, Excel, and databases;
- Excellent organisational skills;
- Adaptable and flexible in approach to work;
- Attention to detail and presentation.
Other:
- Satisfactory DBS (equivalent) check.
- Ability and willingness to work evenings and weekends
- Current First Aid Certificate from a recognised provider.
- Full, clean driving licence with willingness to drive 3.5 ton vehicles
