About the role

The Health and Safety Manager (HSM) is the ‘competent person’ as defined by the Management of H&S at Work Regulations to assist the RAF Association and its subsidiaries to comply with all relevant legislation and Approved Codes of Practice. The HSM is responsible for developing health and safety policies and procedures; supporting managers to carry out risk assessments and implement safe systems of work; and auditing and reporting on compliance to senior management, subsidiary boards and Council. The HSM will promote and contribute to a positive health and safety culture for employees, contractors, volunteers and beneficiaries.

Responsibilities

  • Agree an annual work programme and objectives with the Group Company Secretary and the Health and Safety Committee.
  • Develop and maintain the main health and safety policies for all Group undertakings as well as supporting policies, procedures, forms and templates, using guidance from the Health and Safety Executive and other relevant professional bodies.
  • Provide line management to the RAFAKidz Health and Safety Officer
  • Assist and advise managers to identify hazards, record and implement risk controls, including training, procedures, equipment, control of contractors and local inspection regimes.
  • Work with the Estates Team on the selection and management of specialist contractors. Arrange for specialists to conduct fire risk assessments for all sites where we are the ‘responsible person’. 
  • Carry out health and safety audits with local managers for sites and activities to include written reports and action plans to management.
  • Manage the accident and incident recording systems, review reports to ensure suitable investigations as well as remedial actions and any learning that needs to be shared. Responsible for reporting incidents under RIDDOR, liaising with enforcing authorities if needed and supporting response to insurance claims.
  • Organise meetings of the Health and Safety Committee to include: agreeing agenda with the Group Company Secretary, maintaining Terms of Reference, circulating papers in advance and keeping minutes.
  • Produce annual compliance reports for all Group undertakings to include performance against key health and safety targets
  • Participate, and lead as necessary, in emergency and unplanned events and support the production of business continuity plans.
  • To provide fleet management support in relation to work-related driving, including managing the driver authorisation process, maintaining the vehicle register and ensuring all legal requirements are met. Work with the Office Administrator to oversee the maintenance of the Association’s entries on the Motor Insurance Database (MID).

Skills, Competencies, Experience & Attributes

Knowledge and Experience:

  • Experience of a similar role in a multi-site, multi-sector organisation
  • Experience in developing and producing policies and procedures.
  • Ability to identify H&S issues and practical solutions
  • Experience in designing and conducting H&S Audits
  • Experience in producing management reports and statistics
  • Detailed knowledge of the range of health and safety legislation applicable to the Association and subsidiaries
  • Evidence of continuous professional development

Communication and Relationships:

  • Able to communicate at all levels of the organisation and to explain health and safety issues and legal requirements
  • Comfortable taking decisions and making recommendations to senior managers.

Decision Making and Problem Solving:

  • Organised self-starter who can manage own workload.
  • Analytical and can use technical competence to review problems and identify solutions
  • Can work both independently and as part of a wider team as required.

Financial & Physical Resources:

  • Responsible for overseeing a small, delegated budget.

Information:

  • Organised and methodical with attention to detail and excellent record keeping.
  • Competent to intermediate level with Microsoft Office

Physical Mental Effort:

  • Able to concentrate to deliver reports and information on time
  • Able to cope with changing priorities.

Desirable:

  • Membership of a professional safety body, such as IOSH, IIRSM, CIEH.
  • Knowledge of safety management systems (HSG 65, ISO 45001)
  • Experience of health and safety in one or more of:
    • Charity sector
    • Social care
    • Housing
    • Early Years
    • Offices
    • Food & catering
  • Design and delivery of health and safety training
  • Awareness of the work of the RAF Association
  • Experience in project management
  • Experience with MS Forms

Required Qualifications

  • Minimum level 3 qualification in occupational health and safety (NEBOSH General Certificate or equivalent), NEBOSH Diploma or equivalent

Conditions of employment

Working locations

  • Hybrid model, working in the Leicester office and remotely
  • Required to travel regularly to other sites using own vehicle, with some overnight stays.
  • May be required to work occasionally outside normal business hours, including evenings and weekends away from home, for which time off in lieu will be granted
