About the role
The Exams Content and Systems Manager (ECSM) is responsible for the development, support, and management of the RCR’s digital exam delivery platforms and the content banks developed to draw exam materials from. The role is responsible for ensuring the systems perform optimally, are used efficiently, and are developed to support users in alignment with the RCR’s goals and objectives. Exam delivery platforms – and the content they house – must meet regulatory requirements, protect the RCR’s reputation, and maintain the exam's position as the gold standard.
Quality and integrity in exams are a core tenet of producing high-quality doctors, and all activities will support the RCR’s intended strategic increase in candidate numbers, notably from global candidates who have a choice of international radiology and oncology qualifications. The ECSM will line manage and oversee the day-to-day working of the Content Coordinators and Content Administrator to ensure high team performance, alongside developing a culture of quality improvement.
Responsibilities
Managing and Developing Exam Delivery Platforms:
- Develop and maintain relationships with suppliers, monitor service level agreements, and support the negotiation of contractual elements, with the support of the Exams Quality and Standards Manager, the strategic product owner for the suite of exam delivery systems.
- Review, evaluate, design, and implement systems change to support the needs of a growing and evolving organisation, ensuring that proposals - from within the exams team and wider business - will deliver tangible improvements and value for money.
- Effectively manage changes to the digital systems, in conjunction with the supplier and team, overseeing prioritisation, testing, training, and release plans.
- Ensure data is accurate and up to date and stored securely.
- Minimise exam delivery risks associated with delivery platforms, conduct testing with venues ahead of exam sittings, respond effectively to issues to reduce the impact on candidates, and develop strategies to ensure business continuity.
- Support the on-site delivery of examinations during scheduled exam weeks.
Maintaining and Improving Exam Content and Associated Processes:
- Ensure the quality of the RCR’s exams by working with staff and examiners to ensure excellence in question writing, review, selection and standard setting.
- Lead initiatives to build and undertake robust quality assurance activities, including testing functionality and quality checking content.
- Lead on the review, implementation and maintenance of exam content and systems-related training and guidance resources for examiners.
- Ensure quality question/exam reliability/cohort performance data is produced to generate candidate feedback and insight for decision monitoring.
- Lead on ensuring exam platforms are accessible and, with the Exams Operations team, troubleshoot to accommodate complex, reasonable adjustment requests.
- Lead on the provision of question performance and exam delivery platform data to support appeal and misconduct policies.
- Ensure that processes are supported by appropriate guidance for staff, examiners and candidates
Team Leadership and Management:
- Be an exceptional team leader; motivating, developing and supporting the content team to deliver expected outcomes and seek to continually implement improvements.
- Play an active part in the management of the RCR, proactively identifying opportunities for RCR cross-team collaboration that will enhance quality and integrity.
- Build a high-performing content team, notably by increasing examiner awareness and securing their views and input into exam work and by ensuring resilience across the content team.
- Administer the RCR’s OAR process and manage records (attendance and absence) for direct reports using the HR’s digital systems.
- Develop an understanding of how to undertake (business-critical) activities within the exam delivery systems, should a member of the content team be unavailable.
- Lead, motivate, performance manage and develop the content team in accordance with RCR policies and the Scheme of Financial, Contractual and HR Delegation.
General:
- Identify, mitigate, and monitor risks related to exam content and digital delivery.
- Represent the RCR externally regarding exam content and digital delivery.
- Build and maintain effective partnerships with institutions that use the same exam platforms to share needs and best practices.
- Ensure that the content team periodically reviews and amends established protocols and Standard Operating Procedures (SOPs) and that these are all defined, adhered to and monitored.
- Undertake such other duties appropriate to the level of the postholder’s qualifications and experience as may be required by the RCR from time to time.
Internal Working Relationships:
- Panel members - to include examiners and elected Officers, and lay representatives
- College Committees, such as the Speciality Training Board, the Faculty Board and the Equality, Diversity and Inclusion Committee
- Colleagues in the Exams function, notably the Head of Exams, Operations Manager(s), regarding quality improvements requiring implementation at the operational level, Project Managers and operational administrators
- Internal colleagues in IT regarding high-level platform and data activity, and strategic RCR product roadmaps
External Working Relationships:
- External suppliers - maintaining a relationship to ensure product quality and that contractual obligations are met
- Experts including psychometricians
- Representatives of other Royal Colleges, the Academy of Medical Royal Colleges and regulators
Skills, Competencies, Experience & Attributes
Knowledge, Qualifications and Experience:
- Experience in management in exams, assessment or educational settings
- Experience in leading and sustaining a high-performance culture across a team delivering diverse activities
- Experience of working with doctors or other high-profile professionals
- Experience in the successful management of contracts, suppliers and budgets
- Experience in managing a digital system or services
- Experience in undertaking robust quality assurance activities
- Experience in handling large volumes of data and making data-informed decisions
Skills and abilities:
- Accurate use and understanding of English.
- Strong strategic and analytical skills, with the ability to resolve complex issues and challenges with sound judgement
- Ability to provide support and build and sustain effective working relationships with a diverse range of colleagues, partners and stakeholders at all levels
