About the Organisation
ENTSO-E is the European Network of Transmission System Operators for Electricity. We coordinate the cross-border system operations, system development, and electricity market activities of the 40 electricity transmission system operators (TSOs) that cover 36 countries. The ENTSO-E Secretariat in Brussels provides support on technical, market, and policy developments for all European TSOs in their cooperation with each other, in their joint fulfilment of their legal mandates, and in the intensive interactions with EU decision-makers, regulatory agencies, associations representing network users, and other stakeholders.

About the role
As Communications Manager, you will be part of the Policy and Communications Section, leading ENTSO-E’s communications and media initiatives on a day-to-day basis and in support of the Association’s objectives. You will ensure that communications are managed efficiently and effectively in terms of the messaging being aligned with ENTSO-E’s priorities and directives.
By working closely with Secretariat teams, Members, and key stakeholders, you will strengthen communication and media processes, enhance visibility, and position ENTSO-E as a thought leader in Energy Transition. Your role will contribute to effective ENTSO-E internal and external communication activities. You will work in the ENTSO-E Secretariat in Brussels, reporting directly to the Head of Policy and Communication Section.
Responsibilities
Your tasks will vary depending on project priorities and may include, but are not limited to:
- Lead and manage the Communications team within the Policy and Communications Section by setting objectives, providing regular feedback, conducting performance reviews, implementing development plans, and supporting HR-related initiatives;
- Develop, implement, and monitor communication plans and media approaches, in coordination with Members, to engage EU institutions and stakeholders in Brussels;
- Manage ENTSO-E’s day-to-day communications, media relations, and events, ensuring that planning, delivery, and approvals are aligned with Members and the Voice of TSOs;
- Responsible for designing the communications and digital content, working closely with the Policy & Communications Group (PCG) to ensure quality, alignment, and timely deliverables;
- Provide communication advice and support as needed for the Secretary General, President, Vice-President, and Board members;
- Advise Committees, the Legal & Regulatory Group (LRG), and PCG on communication strategies related to European energy policy, ensuring alignment with ENTSO-E’s advocacy objectives;
- Build and strengthen Member and stakeholder engagement through targeted communication initiatives, events, and topical messaging;
- Manage resources and priorities across projects and day-to-day activities to support timely delivery and high-quality outputs;
- Ensure quality, consistency, and completeness of draft proposals and in finalising the external communication outputs, supporting governance processes and Board-level decision-making.
Skills, Competencies, Experience & Attributes
- At least 8-10 years of professional experience.
- Proven management of teams and experience working across organisations with reporting and approvals from senior management. Demonstrated experience engaging with EU institutions and stakeholders in Brussels, ideally on energy, climate or other relevant policy topics;
- Experience working for a TSO or a Brussels-based association is considered a plus.
- Experience with multi-stakeholder environments, with the ability to align different viewpoints and translate technical content into clear messaging;
- Strong organised skills, capable of arranging external events, high-level meetings and workshops;
- Strong media, digital and content capability with experience producing webpages, LinkedIn content and other media channels;
- Demonstrated ability to manage resources, budget and priorities across multiple projects and day-to-day activities;
- Excellent communication skills (oral/written), attention to detail, creative ideas and sound judgement, discretion and confidence advising senior leadership;
- Experienced people manager or team leader, motivates and develops colleagues through clear goals, coaching and performance management;
- Excellent command of English, both written and oral;

Required Qualifications
- Relevant degree with a preference in communications, media relations, and public affairs.
