European Institute of Peace (www.eip.org) is an independent organisation working collaboratively with the parties to the conflict, those who represent people suffering from insecurity or at risk of violence, as well as European decision-makers and the conflict prevention, resolution, and mediation community. We provide practical experience, technical expertise, and policy advice on conflict resolution. We use a variety of tools to help us do this, including analysis, mapping, and design of peace processes and agreements, facilitating policy discussions, and proposing practical engagement, for example, through inclusive dialogue and mediation support. 

About the role

We are looking for a Programme Officer to support the team’s current projects in Somalia within the Peace Practice and Innovation (PPI) unit. Reporting to the Peace Practice and Innovation (PPI) Director and Climate and Environmental Peacemaking Programme (CEPM) Manager, the Climate and Environmental Peacemaking Programme Officer provides substantial operational support to the manager, consultants, and other team members.

The Climate and Environmental Peacemaking (CEPM) Programme of the European Institute of Peace (EIP) aims to enhance conflict resolution in response to climate change and broader environmental challenges in conflict contexts, thereby contributing to a sustainable environment and improving the prospects for durable peace. Environmental peacemaking seeks to explore the relationship between climate, environment, and natural resources and conflict and peace dynamics, aiming to discover new approaches to foster dialogue and reconciliation. The CEPM programme aims to support peace leaders and local communities in addressing climate and environmental concerns within the broader framework of peace processes, including conflict prevention and resolution.

The Environmental Peacemaking Somalia project aims to enhance dialogue, improve and support partners with strategic research and technical assistance to improve environmental governance as a way to contribute to conflict resolution and prevention. To accomplish this, the project will engage with government, civil society, and international partners working in environment, climate, peace, and security on intergovernmental dialogue, environmental assessments, policy development, and civil engagement.
Within the scope of the Environmental Peacemaking in Somalia project, the Institute is seeking a Climate and Environmental Peacemaking Officer to coordinate an international team in delivering its outputs.

The Officer would possess thematic knowledge in environment, climate, peace, and security, and have relevant programming experience in conflict-affected and fragile contexts, along with results-based management skills. Reporting to the Climate and Environmental Peacemaking Manager, the Officer will be the lead on project coordination and implementation.

Responsibilities

Project Coordination:

  • Coordinating an international team, acting as the main liaison officer.
  • Providing administrative support to management and operations, including contracting, logistics, and other areas.
  • Monitoring of budgets and expenditures, ensuring transactions are correctly recorded, and submitting advice and planning as requested.
  • Drafting narrative reports on time and to the grant specification, including analysis of results at output and outcome levels.
  • Development of communications content on the project and other climate and environmental peacemaking matters, including but not limited to fact sheets, training material, presentations, social media, blog posts, and derivative products.
  • Supporting additional ad-hoc tasks as necessary.

Project Implementation:

  • Contributing to the delivery of project outputs, including the implementation of activities and outputs in line with Theory of Change and the results-based management approach.
  • Leading on workshop and conference organisation and implementation.
  • Providing backstopping support to the team in Somalia.
  • Documenting progress and context monitoring, project evaluation and learning, ensuring compliance with workplans and agreements.

Programme Research and Analysis:

  • Supporting mapping of programmes and projects related to peacebuilding, environmental governance, and climate change adaptation, implemented in the five Federal Member States of Somalia.
  • Supporting an integrated climate and conflict analysis in Somalia.
  • Supporting scoping of work and integrated programme design.

Skills, Competencies & Experience

Skills and Experience:

  • Minimum 3 years of relevant peace, stabilisation, environment or climate programming in fragile and conflict-affected countries.
  • Minimum 3 years of experience in the environmental and climate dimensions of peace and security is a requirement.
  • Minimum 3 years of experience in project coordination
  • Experience in Somalia is a significant advantage.
  • Experience engaging with Governments.
  • Experience with Results-Based Management.
  • Excellent coordination, organisation and communication skills.
  • Analytical thinking, planning, and problem-solving abilities.
  • Ability to work under tight time constraints.

Required Qualifications

  • University degree (Master’s degree or equivalent) in political science, peace and conflict studies, environmental or climate science, or relevant discipline
