About the role

The Director, Public Policy and Regulation plays a key role within ICI’s dynamic advocacy team, working to shape and influence regulatory and policy outcomes that support the growth, competitiveness, and sound regulation of the global asset management industry.

This position is responsible for developing and advancing ICI’s positions on a wide range of European and cross-border regulatory issues impacting regulated investment funds. The Director will work closely with colleagues across ICI, including colleagues in the Washington, DC office, member firms, and key stakeholders, including EU institutions, national regulators, and global standard setters, to inform policy development and advocate for practical, investor-focused solutions.

Responsibilities

Policy Development & Analysis:

  • Monitor, analyze, and assess the impact of EU and cross-border regulatory and policy initiatives on regulated investment funds and global capital markets;
  • Lead or support the development of ICI’s policy positions on a wide range of legislative and policy initiatives, including the EU’s Savings and Investment Union (SIU) reforms, investment fund frameworks (UCITS, AIFMD, ELTIF), related financial markets regimes (MiFID), retail investment initiatives (RIS), and broader financial stability and non-bank financial intermediation (NBFI) issues;
  • Prepare policy briefs, comment letters, consultation responses, position papers, talking points, and other advocacy materials.

Member Engagement & Coordination:

  • Collaborate closely with member firms to gather input, test policy positions, and ensure alignment with industry priorities;
  • Support the work of the ICI’s European Regulatory and Policy Committee, including drafting agendas, organizing meetings, and circulating relevant materials;
  • Provide briefings and updates to members and prospective members on key regulatory and market developments.

Advocacy & Stakeholder Engagement:

  • Help shape and implement advocacy strategies targeting EU institutions, national competent authorities, and international standard-setting bodies;
  • Build and maintain constructive relationships with key policymakers, regulators, and other stakeholders;
  • Represent ICI at conferences, roundtables, and other public and private fora.

Cross-Team Collaboration:

  • Coordinate closely with ICI colleagues in Washington, including the Chief of ICI Global, to contribute to integrated global advocacy strategies and ensure regional efforts are aligned with broader organizational priorities to develop engagement strategies on key issues.

Skills, Competencies & Experience

Experience:

  • 10+ years of professional experience in regulated funds or capital markets and/or their regulation.

Knowledge, Skills & Abilities:

  • Demonstrated experience analyzing and addressing policy and regulatory issues affecting the financial sector and capital markets - ideally gained in a public-sector body, regulatory authority, financial institution, law or accounting firm, standard setter, or academic institution. Experience related to investment funds and asset management is highly desirable.
  • Excellent written communication skills in English, with a proven ability to draft clearly and effectively for both technical and non-technical audiences. Fluency in additional languages is a plus.
  • Strong verbal communication and presentation skills, with the ability to convey complex concepts credibly and persuasively to a variety of stakeholders;
  • Solid understanding of EU policymaking and governance structures, including both primary legislative processes and Level 2 rulemaking;
  • Familiarity with financial institutions and market structures; specific knowledge of legislation impacting the regulated funds industry is an asset.
  • Proven ability to analyze complex policy issues within their political and regulatory context, develop actionable engagement strategies, and effectively execute those strategies.
  • Ability to integrate policy analysis with relevant economic or business data is a plus.
  • Demonstrated sound judgment in managing sensitive, confidential, and potentially material non-public information;
  • Exceptional organizational skills and attention to detail, with a strong track record of managing multiple priorities under pressure, while operating with autonomy and accountability.
