Job description

The Public Affairs Manager will be working in a small, dynamic multi-cultural team (7 FTEs) composing the Head Office of the World Employment Confederation and will report to the Managing Director. S/he will support, as needed, the membership of the Confederation and work closely with the President and the Vice-Presidents. S/he will work in close collaboration with the other team members of the Public Affairs Department and the rest of the Head Office team on topics that require collaboration and alignment.

Main Responsibilities & Tasks

The role of the Public Affairs Manager is to represent the World Employment Confederation vis-à-vis key international stakeholders and policymakers (including the EU institutions, ILO, OECD, UN institutions, G20) and to promote the interests of the HR Services industry in order to allow for its sustainable growth, via appropriate regulation and improved image. Her/His role entails:

Consensus building
  • Facilitate exchange among members on their issues of common interest; promote close collaboration between them, whether in the form of policy exchanges or dedicated projects;
  • Arrange, with the Managing Director, the technical and policy committees to have effective common positions and messages to advocate effectively on policy issues and trends that affect the industry at international level;
  • Always seek to achieve a common voice for the sector;
Advocacy
  • Establish in collaboration with the Board and Head Office team to coordinate the Public Affairs strategy and tactics for the Confederation;
  • Pro-actively monitor and assess new developments coming from WEC international stakeholders;
  • Organise and lead events, conferences and other meetings relevant to the advocacy of the World Employment Confederation; major participation in the World Employment Conference annually
  • Draft reports, position papers, and newsletters to publish on the websites and information hub for the members;
  • Prepare briefings, presentations and speeches for the Managing Director, leadership of the World Employment Confederation and potentially members;
  • Carry out externally funded projects and coordinating external research on the HR Services industry.
Representation
  • Be the principal face and voice of the HR Services industry to international policymakers, as well as stakeholders such as other sectoral employer organisations and NGOs; A specific topic to be covered is digitalisation, for which the PA Manager would deal with issues such as Artificial Intelligence, Platform Work or Blockchain both at global ad European level, and interact with the respective EU Policy Stakeholders
  • Represent the World including the International Organisation of Employers (OIE), BusinessEurope, the Business and Industry Advisory Committee to the OECD (BIAC), the International and European Trade Union Confederations (ITUC & ETUC), UNI Global Union, etc.;
  • Participate in and brief the delegation and the leadership of the World Employment Confederation for key international meetings, such as the annual International Labour Conference, the OECD Forum, B20, EU conferences etc
Profile of the suitable candidate

The suitable candidate should have the following profile:

  • A minimum of 5 years of experience in international public/governmental affairs
  • Previous experience within an international employer association
  • Understanding of the functioning of intergovernmental organisations
  • Fully professional fluency in English, knowledge of Spanish would be a strong asset
  • Deeply interested in employment, human resources and labour market policies with an expertise & appetite to work on digitalisation-related topics (Artificial Intelligence, Platform Work or Blockchain)
  • Used to working in an international, multicultural environment
  • Storytelling skills - having excellent verbal and written communications skills
  • Excellent organisational skills and attention to detail
  • Being flexible, organised and autonomous, working on several projects at the same time
  • Ability and willingness to advocate the contribution of the private employment services industry to better functioning labour markets
  • Dealing with a membership-based organisation (being service-oriented)
  • Computer literacy, especially Microsoft Office 365, on-line meeting tools (Zoom, Teams, Mural, slido etc.) and social media (Twitter, LinkedIn)
  • Open-minded and team-player, willing to work in a collaborative and pro-active way with the rest of the team
  • Willing to travel regularly in Europe and to some extent outside of Europe
Working conditions

The position will be full-time, salary commensurate with experience. Employment, working conditions and social security are according to Belgian law. We offer an open-ended contract plus benefits (lunch vouchers, health insurance and reimbursement of public transport fee). Remote working (up to 2 days per week) is part of the job offer
