The European Community Shipowners’ Associations is the umbrella organisation of the national shipowners’ associations of the EU, the UK and Norway. European shipowners control around 40% of the world’s shipping fleet. ECSA’s prime task is to represent the overall interests of the European shipping industry with the institutions of the European Union. The organisation operates from Brussels, where it employs a dedicated team of eleven people.

Director Social and Legal Affairs
The Director Social and Legal Affairs is responsible for the pro-active follow-up of social and legal policies relevant to EU shipping. He or she coordinates the work of the Social Affairs Committee and the Legal Advisory Committee. The Director further plays a key role in the Sectoral Social Dialogue Committee for Maritime Transport, preparing employers’ positions, fostering partnerships with trade unions and coordinating projects and initiatives to stimulate maritime careers.
- Contribute proactively to technical and policy discussions at EU and international level (e.g. minimum wages, pay transparency, social situation in shipping, socials security, crew changes, environmental liability);
- Prepare ECSA policy position papers and develop lobby actions;
- Coordinate and support the work of the policy officer for social affairs;
- Contribute to the execution of three EU funded projects in close cooperation with the trade union ETF;
- Build and maintain an extensive network with the trade union ETF, technical and policy staff from European as well as international partner associations;
- Build and maintain an extensive network with the technical and policy staff of European Institutions (e.g. DG HOME, MOVE, JUSTICE, EEAS, EP) and Member States to ensure that the interests of the European shipping industry are taken into account in rule and policy making.
- At least 5 years of practical experience in a similar position;
- In-depth understanding of the functioning of the European institutions and EU policy making;
- Experience with lobbying in Brussels and understanding the ethics involved;
- Academic degree for example in law or political science;
- Knowledge of relevant maritime social regulations at international and EU level (STCW, MLC) is a strong advantage;
- Being able to find common ground when positions differ between the stakeholders, by being analytical, creative, able to make a distinction between major and minor points and by being politically sensitive;
- Strong time-management, organizational skills and ability to coordinate several tasks at the same time;
- Excellent communication skills, both verbally and in writing in English. Being fluent in different other EU languages is an advantage;
- Be a positive, pragmatic person and a strong, concise communicator with the ability to translate issues in comprehensive language, both in writing and speaking.
